自從今年新年開始以來，世界已經發生了巨大的變化。COVID-19大流行已經演變成一場世紀的悲劇，不僅破壞了全球經濟，而且在4月底之前在全球造成了20萬多人喪生。儘管人們正在努力利用技術來彌合這一關鍵時期的差距，為一線醫務人員生產更多的個人防護裝備，並在生產快速檢測試劑盒，抗病毒藥物和疫苗方面與時俱進。應對這種大流行的主要工具是“社會疏遠”, 它已“拉平了曲線”，但也給經濟活動造成了沉重的代價。因為這次 COVID-19 的大流行以及對我們每個珍貴成員的健康構成的風險不可避免地影響到計劃於今年7月底舉行的年度會議的籌備工作。

在與我們的指導委員會和CAPASUS志願者工作人員進行了數小時的討論之後。我們已決定將今年的年度會議推遲到2021年。在會議議程和所附報告中概述了合理性和討論。由於2020年年度會議的取消，憲法和章程委員會正在製定一項修正案，將所有CAPASUS工作人員的任期延長一年，並將會員資格的受益期也延長一年。該CAPASUS憲法修正案將在7月底的時間範圍內接受會員在線投票和在線研討會的會員註冊。我們將在六月提供有關此在線活動的更多信息。

隨著一些州開始“重新開放” 部分的 “非必要性” 商業活動的進展，新的感染案件的進程和死亡人數已顯示出下降的跡象。我們仍將保持警惕，防止疾病傳播，以保護社區中的朋友和家人。儘管我們考慮了這種流行病對我們的生活和人類未來的意義的影響，但重要的是要記住，美國的學術和專業團體過去一直站在這些全球挑戰的最前沿。我們終將利用我們在科學和技術方面的集體智慧和知識來找到解決方案，以克服這可怕的疾病。

Dear CAPASUS members,

The world has changed since the beginning of the new year. The once in a century COVID-19 pandemic had evolved into a tragedy that not only damage the global economy but also caused more than 200 thousand life losses globally before the end of April. While there are efforts to utilize technology to bridge the gap during this critical time to produce more PPE for front line medical workers and to race against the clock on producing rapid testing kits, anti-viral drugs and vaccines. The primary tool for combating this pandemic is “social distancing” which has “flatten the curve” at significant cost to the economic activities. This pandemic counter measure and the risk posed to the health of each of our precious members inevitably impact the preparation of our Annual meeting scheduled for end of July this year.

After several hours of discussion with our steering committee and the CAPASUS volunteer staff members. We have decided to postpone the annual conference this year until 2021. The rational and the discussions were outlined in the meeting agenda and report enclosed. As the consequence of this 2020 annual meeting cancellation, the constitution and by-law committee is working on an amendment to extend the terms of all CAPASUS staff for one year and extending the benefit of the membership also by one year. This CAPASUS constitution amendment will be subject to membership online voting and member registration for an online seminar during the end of July time frame. We will provide additional information about this online event in June.

As some of the states start the slow progress of “reopening” the “non-essential” businesses, the pace of the new cases and the death toll has shown sign of subsiding. We will still want to keep vigilance on preventing the spread of the disease to protect the friends and families in our community. While we contemplate the impact of this pandemic to the meaning to our lives and the future of humanity, it is important to keep in mind that the academic and professional community in the United States has been on the forefront of these global challenges in the past. We will always find solutions using our collective wisdom and knowledge in science and technology to overcome these awful diseases.

缺點：會長與幹部任期是否延續一年; 需向科技部報告為何延後; 需重新申請經費

2020 Happy New Year 農曆新年快樂！

美東南區中華學人協會大家庭，

農曆新年快樂！鼠年的初一將在下週末（1/25）到來。這2020年從一開始就發生一系列的重大事件。台灣的黑鷹事故，美國伊朗衝突的緊張局勢加劇，台灣歷史性的總統和立法院選舉以及中美貿易戰的暫停。危機與轉機的並存，讓在我們邁入了21世紀的第二個十年有對上世紀美國繁榮的20年代有所期許。

我們有個好消息要宣布。經過我們的副會長提名委員會主席吳珠菊博士數月的辛勤工作，陳美蘭博士已經同意接受提名，作為我們CAPASUS新的副會長候選人。吳博士和陳博士特別在青年學者委員會的服務領域，在培養年輕一代的領導者方面有重大的貢獻，這對我們組織的永續經營十分重要。讓我們向陳美蘭博士的勇氣和勤奮精神表示衷心的祝賀和支持，期許她將我們CAPASUS 協會成功的延續到下一個十年。

我們在這裡宣布兩個即將舉行的活動。第一個活動是1/25–1/26（10:00am-4:00pm）在亞特蘭大的TECO文化中心舉行的亞特蘭大農曆新年園遊會。CAPASUS有組織和售票的志工。請不要忘記來參加文化活動（舞獅和舞龍等），在餐飲攤位上品嚐19個台灣夜市的一些美味。園遊會的更新和詳細信息也可以在此處找到。

第二場活動是2/8（2:00pm-4:00pm）在亞特蘭大TECO文化中心舉行的2020年台灣大選後論壇。論壇將由CAPASUS主辦，由謝復生博士和黎建彬博士擔任主講人，而我們的副會長張嘉蘭博士將擔任論壇主持人。該活動將分析台灣大選的結果及其對台灣民意和主要政黨的未來的影響。此活動將向公眾開放。更多詳細信息將在即將發布的新聞稿和傳單中發布。

最後，我報告一下我們在2020年8月1-2日年會的準備工作在組織方面取得了良好進展，會議的標題為“互聯的網絡世界– 5G，WiFi6，太空通信和網絡安全”。幾位受邀的演講者已初步同意參加，我們仍在努力爭取其他演講者和這項活動的資金。仍有許多工作和障礙需要克服。我們仍然需要您的幫助和參與才能成功完成任務。鼠年是中國十二生肖週期的開始，祝所有CAPASUS成員家人和朋友新年好運平安，身體健康！

Dear CAPASUS members and families,

Happy Lunar New Year! The new year of rat is coming next weekend (1/25). This second decade of the new millennium started with flurries of significant events. The tragic of Blackhawk accident in Taiwan, the heighten tension in the US-Iran conflict, a historical presidential and legislature election and signs of truce in the trade war between US and China. There are both crisis and opportunities to make it another roaring 20s of the 21th century.

We have a great news to announced. After months of hard work by our VP nomination committee chairwoman Dr. Chuchu Wu, Dr. Mei-Lan Chen had agreed to accept the nomination as our new VP candidate for CAPASUS 2021. We are grateful for both Dr. Wu and Dr. Chen for their services especially in the area of early career scholar committee where they both played an critical roles to cultivate the young generation of leaderships that is important to the sustainability of our organization. Let us give our sincere congratulation and support to Dr. Mei-Lan Chen for her courage and hard-working spirit will help CAPASUS extend our success into the next decade and beyond.

We also have two upcoming events to announce here. The first one is the Atlanta Lunar New Year Festival at Culture Center of TECO in Chamblee, GA on 1/25 – 1/26 (10:00am-4:00pm). CAPASUS has committed several volunteers in organization and ticketing. Please do not forget to come and enjoy the culture events (Lion and Dragon Dance etc..), sampling some of the 19 food stalls at the Taiwan-nigh-market- style booths. The update and detail of this event could also be found here.

The second event is the Taiwan 2020 Post Election Forum on 2/8 (2:00pm-4:00pm) at Culture Center of TECO in Atlanta. It will be hosted by CAPASUS with Dr. Fuh-Sheng Sheih and Dr. Chien-Pin Li as our keynote speakers and our VP Dr. Catherine Chang will be the moderator. This event will analyze the outcome of this Taiwan general election and its implications to future of the major pollical parties in Taiwan. It will be open to general publics. More detail information will be published in the upcoming press release and flyer.

Finally, I would like to report that we are making good progress on the organization of the upcoming August 1-2, 2020 annual conference with a title of “A connected World – 5G, WiFi 6, Space-based Communication and Cybersecurity”. Several invited speakers had tentatively agreed to participate, we are still working hard to secure other speakers and funding for this event. There are still works and obstacles that needs to overcome. We will need your help and participation to make it into a success. Year of Rat is the start of the Chinese Zodiac cycle, wish all members will have good fortune and good health for their family and friends!

2019 Happy Thanksgiving 感恩節快樂 !

Dear CAPASUS members and families,

Happy Thanksgiving! It is hard to believe that it has been over 3 months since the end of the successful 2019 CAPASUS annual conference. We had organized the first staff meeting at Alice Stanley’s house on October 6 where we discussed the topic of the annual meeting next year — A Connected World : 5G, WiFi 6, Space based communication and Cybersecurity. We also published and printed of the beautiful CAPASUS Journal 2019 for all of the members and the authors. Since then there were several events co-sponsored by CAPASUS such as 1) MJSE Annual Conference on Nov 2, 2) Fall Hiking at Gibbs Garden with TaiDa Alumi on Nov 10, 3) TSA Olympic at GSU on Nov 16 and finally 4) Taipei Symphony Orchestra performance on Nov 17. We also have a wonderful news to announce: our chairwoman of VP nomination committee Dr. Chuchu Wu is expecting a baby girl in March 2020. Let’s give her our congratulations for the new addition to the Wu family. It takes a huge courage and a village to raise a child as most of our members have experienced. Let us take it as our calling and redouble our efforts to build a new CAPASUS that will continue strong even after this baby enters college.

We are still looking for a head of Secretary and a VP Candidate at this time. Please keep these two key positions on your mind if you would volunteer or would recommend potential candidates to me and Catherine. On the eve of the Thanksgiving day 2019, I would like to express my deep appreciation to all of the current staff members for your altruistic contributions to CAPASUS and calling for all of our valuable members to continue to support these volunteers to fulfill their mission. I am sure the future of the CAPASUS family will be bright and sustainable.

感恩節快樂！自從2019 CAPASUS年會成功的結束以來已經過了 3個多月。我們於10月6日在魏鳳珠（Alice Stanley）的家中舉行了第一次幹部工作會議，討論了明年的年度會議的主題—互聯的網路世界：5G行動網路，第六代 WiFi , 太空通信和網絡安全。我們還為所有成員和作者出版並印刷了精美的《 CAPASUS Journal 思源雜誌 2019》。此後，由CAPASUS共同贊助了幾項活動，例如: 1）11月2日舉行的MJSE玉山科技年度會議，2）11月10日與台灣大學校友會在吉布斯 (Gibbs)花園舉行的秋季徒步旅行，3）11月16日在GSU舉行的TSA奧林匹克運動會和 4）11月17日台北交響樂團在Rialto Center 的演出。我們還有一個好消息要宣布：我們的副會長提名委員會主席吳珠菊博士期待將在2020年3月誕生一個女兒。讓我們祝賀吳家的新成員。正如我們大多數成員所經歷的那樣，撫養孩子需要很大的勇氣和社區力量的支持。讓我們以此為我們的號召，並加倍努力來構建新的CAPASUS，繼續保持強大的實力來維持這個社區組織直到她進入大學。

我們目前仍在尋找秘書長和副會長候選人。如果您願意或願意向我和嘉蘭推薦潛在的候選人，請記得這兩個關鍵職位的空缺。在2019年感恩節的前夕，我要對所有現任工作幹部對CAPASUS的無私奉獻表示深切感謝，並呼籲我們所有寶貴的成員繼續支持這些志願者完成任務。我相信CAPASUS的未來將是光明和可永續經營的。
